Why artificial intelligence has become one of the hardest things in enterprise technology to budget

AI is not one stable product with one stable price. It is a stack of models, reasoning settings, tokens, routing, service tiers and credits. Each layer can change independently, turning annual procurement into management of a moving computational market.
For decades, enterprise software procurement rested on a stable unit: the licence. Products evolved, but a seat still bought recognisable access for a fixed period. AI breaks that assumption. Its subscription is increasingly an entrance fee to a computational system whose cost is determined only after the user presses enter.
A request may cross an agent, router, model, reasoning setting, token meter and service tier before becoming credits or an invoice. Each layer has a purpose, yet each can change without altering the licence count used in the annual plan.
